Collaboratives. The dataset contains polygons representing boundaries of District of Columbia Healthy Families/Thriving Communities (HFTC) Collaboratives, created as part of the CFSA Geographic Information System (CFSA GIS) for the D.C. Child and Family Services Agency. These boundaries were identified from the FY2004 contracts with seven (7) HFTC Collaboratives.
All DC GIS data is stored and exported in Maryland State Plane coordinates NAD 83 meters.
METADATA CONTENT IS IN PROCESS OF VALIDATION AND SUBJECT TO CHANGE.
Purpose:
This data is used for the planning and management of Washington, D.C. by Child & Family Services Agency.

1992 political map was heads-up digitized from the 1995 orthophotographs and a shapefile was created. A base ArcInfo coverage of correct linework (snapbase.e00) for all DC data was developed after the final delivery of the planimetric street centerlines. The political datasets were selected using the above shapefile from the snapbase coverage, creating coincident geography with the other DC GIS datasets. The resulting planimetric features were built as lines and converted to polygons.
When imported into the DC GIS geodatabase, the coverages shift 0.01mm since the geodatabase supports only 11 digits of precision, not double precision (16 digits).
The three political jurisdictions were created together since they share partial topology and nest partially within each other. Generally, a street centerline is used as a boundary. Line coverages, containing the polygons bounding attributes, accompany all polygons and are made available for editing and updating purposes. Attribute data was provided by public record.

New boundaries were defined in November 2008. DC GIS staff digitized the boundaries following the snapbase and 2008 orthophoto. Several areas as follows could not be directly digitized on the snapbase so staff, in consultation with CFSA staff made edits:
1. Columbia Heights issue number one, Step 7, 19th Street runs into Biltmore Street first. Also shown in that image is in step 9 Rock Creek Parkway is not street taken it is not complete Beach Road is taken instead. 2. Before Step 13, you will need to go NE on New Hampshire Ave NW to Connect to Rock Creek Church Road NW. Staff road beside NH ave to intersection with Rock Creek Church Road, not NH ave. 3. North Capitol Collaborative area, Step 2: Continue East over 395 to reconnect with C Street NW at Second Street: This runs right through the Department of Labor Building. Ok if boundary intersects building. 4. North Capitol area, step 19. 4th Streets runs into Florida Avenue before Road Island Avenue. There is also a gap between Collaborative areas. Colloborative area to the south and west absorbed the hole in coverhae. 5. South Washington Collaborative Areas: Step 1: East on D Street, NW to the Anacostia River. But 4th Street does not run to the Anacostia river, so staff took the old border to close the area. 6. South Washington Area: Step 4: Return to land at the intersection of 9th Street, SW and Maine, SW. But this hits Water Street SW first. OK 7. South Washington Area: Step 7 and 8: North on South Capitol St ; then Continue North to the starting point of D Street, NW and North Capitol Street. (This border runs straight through the Capitol building). As in Labor Building, collaborative area can run through the capitol.
