Current Vendor Points (Pushcart Vendors)
The Current Vendor dataset identifies the site locations of all food and merchandise vendirs within the District of Columbia. The vendor types include Sidewalk, Roadway, Pushcart, and other vendors who have not yet been categorized (currently called "Pending").
This dataset is created and maintained by the Department of Consumer and Regulatory Affairs (DCRA). It was created as an extract of DCRA's Basic Business License (BBL) database in November 2006. At the time, it contained all vendors licensed to work within the District.
The data has not been verified against other source material.
All DC GIS data is stored and exported in Maryland State Plane coordinates NAD 83 meters.

Data Validation and Verification Process
Creation and Placement of Vendor location points based upon both Vendor input and on site verification.
At least five different validation processes were performed. Different procedural tools included on-site validation, GIS validation, MAR address attribution, Vendor Wares attribution, GIS mapping, Vendor input, and periodic database clean-up.
Dataset was contained in Personal Geodatabase called SiteLocations.mdb Update process was accomplished within the DCGIS Citrix environment to track versions and enable multiple user access.
By the end of the validation process, four types of vendor locations were identified:
1) Sidewalk Vendors - with locations within the District
2) Pushcart Vendors - with sites outside the District
3) Roadway Vendors - outside the District
4) Pending Vendors - outside the District
Sidewalk are to be used for the standard dataset. Pushcart Vendors will eventually be incorporated, Pending Vendors do not have enough information to process accurately (they also contain identified problems), and Roadway Vendors will be retired.

Final Data Cleanup & Restructure
1) Rename dataset from SiteLocations.mdb to CurrentVendors.mdb.
2) Added new field [VendorType] to classify Vendor Type. Values include: "Sidewalk", "Pushcart", "Roadway", and "Pending".
2) Performed MAR Address Validation (Checked that identified MAR address closest and on same side of street). Identified discrepancies between Current Vendor sites and DDOT Permit addresses.
5) After the MAR Address field was updated, its value was checked against the [DdotPermitAddr] field. In those places where there was a difference between the fields, [MarAddress] and [DdotPermitAddr], the Vendor MAR Address was placed in the [txtDdotAddrDiff] field which will be used to help identify discrepancies between DDOT Permit addresses and Current Vendor locations.
6) Removed extraneous and useless fields, renamed others for clarity, reordered fields to group related field names (Vendor ID/Endorsement/Address), DDOT Permit-related, Vendor Personal, other miscellaneous).

Metadata was added to the full Vendor dataset "Current Vendor Points (All)". This included fieldname descriptions and process steps.
The full data source was exported into individual data sources based upon the VendorType field values. The breakdown included:

2) PushcartVendPt Pushcart Vendors - 9 Vendors
3) RoadwayVendPt Roadway Vendors - 219 Vendors
4) Pending_wErrors Unvalidated & unresolved - 93 Vendors

The Endorsement field is a three letter shorthand code used to describe the type of product vended and where it is sold. It has the format TLL, where T corresponds to product type and LL corresponds to location. Look-up tables for the two codes are listed below:
Type Location
A - Food CZ - Central Zone
B - Merchandise NH - Neighborhood Zone
D - Photographs RW - Roadway
BB - Boot Black
Thus, an endorsement of ACZ would be for a Food vendor in the Central Zone. There may be more than one Endorsement for a single vendor to describe the various places and types of wares vended.
