Original Data Capture and QA/QC:
Fire hydrants were identified based on records in the WASA fire hydrants database, WASA's water and sewer counter maps, and WASA's fire hydrant cards. Addresses were geocoded and converted to an ArcGIS coverage. Information from fire hydrant cards, containing attributes for each hydrant, was entered into a database by WASA. That database was used as a source of attribute data. Hydrant points were referenced to planimetric features in layers in the DC GIS database, such as roads, buildings, and property squares. WASA counter maps were also used for reference.
QA/QC:
Prior to capturing the fire hydrants and their associated attributes, a GIS QC Analyst checked that the georeferenced raster image fit the base map properly. Any adjustments to the geo-position of the raster image were made prior to digitizing the fire hydrants.
Fire Hydrant Capture:
An ArcMap project was set up with the geocoded fire hydrants and symbology. A water counter map raster image was displayed and made transparent over an orthophoto mosaic of DC. Fire hydrant points were moved if necessary to line up with fire hydrant marks on the water maps. If a fire hydrant mark existed on the water map but was not among the geocoded points, a new hydrant point was digitized. At the end of the capture process, each fire hydrant was labeled with its attributes. A visual QC check was performed by verifying that every fire hydrant on the map was captured, the position of the fire hydrant was correct, and that the database attributes match the raster map label.
Removal of Duplicates:
A query was conducted to remove all Hydrants containing the note "DUPLICATE LOCATION" in the "DESCREPENCY1" field. (continued)
Sequential Numbering:
A sequential numbering system was created based on the install date field. This field is "Hyd_se_new". Starting with null values and ending with the most recent install date, sequnetial numbers were added for each record.
Adding Unique IDs
Unique identifiers are constructed in the following manner: "H" + [Hyd_se_new] + "-" + [QUADRANT] + "-" + [COUNTER]
District Government QA/QC:
OCTO staff reviewed a sample of the fire hydrant data for adherence to metadata and other documented standards, valid values for items where viable, and spatial accuracy.
Staff performed a comprehensive review of the data for ten WASA counter map scans. This involved: 1.) performing visual checks of the digital data against the scans; 2.) verifying attribute information with fire cards and other relevant sources: 3.) evaluating the data with the planimetrics and orthophoto; 4.) assessing duplicate discrepancy information; and 5.) generating checkplots where needed.
On average, the chosen WASA counter maps contained 24 hydrants and 10 duplicates. A shapefile containing all of the errors identified in these checks was created along with an error list.
Staff then performed a nearest neighbor analysis against planimetric fire hydrant features, as well as spot checks, to assess the spatial accuracy of the WASA hydrants. Since the planimetric layer was incomplete, this analysis provided a cursory review of the spatial accuracy. Results are listed in the horizontal positional accuracy report section of the metadata
